Is Obama beheading the United States?

Is the euphemistic question 'Is Obama beheading the United States?' too harsh to be asked about a President of the United States? 

Or, are the actions and inactions from over the past six years by of this administration sufficient to raise a question in some peoples minds about what the motives actually are?
